تهيه حساب‌هاي تفصيلي در بخش خاصي از اقتصاد از اين نظر که به روشن شدن نقش بخش‌هاي مختلف اقتصادي کمک مي‌کند از اهميت خاصي برخوردار است.

به اين منظور در نظام حساب‌هاي ملي سازمان ملل بخش خاصي تحت عنوان حساب‌ اقماري طراحي گرديده است، تا بخش‌هايي ويژه از اقتصاد که نيازمند حساب‌هاي خاص با سطح تفصيل بيشتر هستند در آن بخش قرار گيرند. هدف از تهيه حساب توليد ناخالص داخلی مناطق آزاد، برآورد حساب‌هاي اين مناطق براساس بخش‌هاي اقتصادي آيسيک ويرايش چهار و محاسبه سهم و اهميت اين منطقه در استان و کشور است.

روش مورد استفاده در اين طرح استفاده از آخرين توصيه‌هاي سازمان ملل در نظام حساب هاي ملي 2008، راهنماي سنجش و قيمت يورواستات ويرايش 2016 و دستورالعمل تهيه حساب‌هاي منطقه‌اي يورواستات ويرايش 2013 است.
